9/20th of February 2016 - The BE DRIN Needs Assessment mission will take place from 9 to 20 of February, with a team of EU partners’ experts who will be deployed in each of the three target countries.


Main goals of the mission are:

 in depth assessment of legal and institutional framework of volunteerism and the local approach to volunteerism in civil protection. Particular emphasis will be paid to the

involvement of volunteers in hydro-meteorological risk management.

 Identify gaps, needs and priorities regarding the EU Aid Volunteers Certification Mechanism of the potential hosting organizations, which will be addressed with the training course foreseen in the next months of 2016.

 Identify main needs for the Disaster Management and Response Training programmes for hosting organizations and volunteers.

 Identify useful information to organize the Local Field Exercises To this end, the team will visit the General Directorate of Civil Emergency–Ministry of Internal

Affairs and the Center of Civil protection Volunteers of Albania-QVEC in Tirana (Albania), the Emergency Management Agency-EMA in Pristina (Kosovo), and the Fire Protection Union of Macedonia-FPUM, in Skopje (FYR of Macedonia). The team will carry out an organisational review and mapping of the national agencies and voluntary organizations, and their role within the civil protection system, with use of focus groups, questionnaires and interviews.

The team will also carry out field visits for a first-hand knowledge of the disaster management’s local framework, meeting with local vulnerable communities at risk from flooding and teams of volunteers, and visiting former flooded areas in the Drin River Basin. The team will also visit possible locations to hold project trainings and other project activities.
