WORKING GROUP FOR EUAV CERTIFICATION WITH EMERGENCY MANAGEMENT AGENCY OF KOSOVO - Pristina April 27th to 28th

After the first two-day work meeting held in Albania from April 8th to 9th, the second meeting with Balkan partners for the final certification workshop, a project’s activity devised to strengthen the understanding of EUAV certification process and requirements in view of application submission, will take place on April 27th-28th in Pristina, Kosovo*, at the Afa Hotel.
Working groups are articulated in four informal two-day engagements and will consist of two rounds of work meetings, with each set of meeting tailored to the specific needs of the partner organization that plans to apply for certification.
Italian experts from the Italian Department of Civil Protection, ANPAS, CIMA, Italian Red Cross and CISOM will interact directly witheach Balkan partner organization interested in submitting their application to becertified as EU Aid Volunteers Hosting Organizations, in order to assist them in reviewing previous course material and offer any needed clarifications on the application procedures. The objective is to strengthen the partners’ ability to remove existing gaps, update or integrate necessary documentation and devise appropriate procedures to ensure compliance with certification requirements.

This second engagement, in April,is entirely dedicated to the Kosovar partner EMA (Emergency Management Agency),who has requested further assistance in preparing he application submission. EMA managers and key operatives will have the chance to discuss more in depth the various aspects of volunteer management covered during previous trainings and to perfect their understanding of certification requirements.

A second round of meetings will take place in May, both in Albania and in Kosovo, with the aim to finalize the partners’ preparation for certification application.

The first meeting with Balkan partners for the final certification workshop, a project’s activity devised to strengthen the understanding of EUAV certification process and requirements in view of application submission, took place on April 8th-9th in Tirana, Albania, at the Capital Tirana Hotel.

The meeting was successful in giving the partner the opportunity to strengthen their understanding of the requirements of EUAV certification and the processes that govern EU Aid volunteers deployment.

The Italian experts from the Italian Department of Civil Protection, ANPAS, CIMA, Italian Red Cross and CISOM shared materials and practical suggestions from their direct experiences in volunteer management and project management, while the Albanian partner QVEC (Qendra Vullnetare e Emergjencave Civile Albania) stressed its commitment to become a EUAV hosting organization and asked many questions aimed at better preparing for its role as a future partner in the EUAV Initiative.

The next meeting with QVEC is set for mid May with objective of finalizing document review and QVEC preparation for application.

Another two-day work meeting is planned for late April in Kosovo* and will be dedicated to EMA (Emergency Management Agency), the Kosovar Be Drin project partner that has also manifested its commitment to apply for certification.

The Trainer of Trainers (ToT) course ended on Friday, March the 17th in Pristina. 6 new ToTs for each country (Albania and Kosovo*) have passed the final test, providing interesting new ideas and new point of view on how to provide short lectures to different kind of audience.

The BE DRIN Trainer of Trainers (ToT) course in Prishtina ended on March 17 th.

Six new trainers of trainers for each country (Albania and Kosovo*) passed the final test, providing interesting new ideas and new points of view on how to give short lectures to different kinds of audiences.

The 5-day training session focused on developing the capability to train new personnel and trainers, organize courses and exercises. All the topics covered by the course were approached from the point of view of the future trainer, concentrating on the elements that should be transmitted to future generations of trainers.

The conclusion of the ToT session was not just the end of a training: all the organisations involved have the possibility to use training material provided for both BASIC and ADVANCED training in Disaster Management, in addition to all the presentations they prepared for the final assessment.

The results of the evaluation were very positive for our local partners: the trainees received high scores in all the technical topics, and the management of new training tools was generally good.

Three important factors should be underlined: 

  •  the participant organisations now have the possibility to use their trainers, but also to cooperate with all the other partners and third parties involved, in order to provide inter-organisation training to their personnel.
  •  Not only technical topics have been proposed, but also exercises on how to work on the EU Aid Volunteers certification for hosting organisations and specific needs that EU Aid Volunteers could have if deployed.
  •  For every item, short exercises or team-work have been arranged in order to develop both knowledge and know-how.

General satisfaction for the training was above average. Attention was also given to providing to all the participants two new occasion for socialisation and sharing of common experiences, during two social dinners.

All the trainees received training certifications signed by both the Director General of the Albanian Civil Emergency General Directorate and the Head of Operation of Kosovo* Emergency Management Agency, granting potential interoperability even for cross-border actions.
